Havent been to Rome for many years however I remember the ancient apartment buildings and wondered how they obtained water.
Vitruvius wrote a whole book (the eighth) of his De Architectura to the subject but does not answer the question of TAPS. Frontinus also wrote on the subject of water supply but also no mention of taps.
It seems that when Rome was at the height of it's power and had some money the water system was divided into 3 parts. Three reservoirs side by side.
1. According to Vitrusius, the central one fed the public supply points. Dip a bucket in and take some water.
2. On one side another reservoirs supplied the the public baths.
3.And on the other side the third reservoir supplied private households who had their own main supply. And this third group had to PAY so I have wondered if maybe they did have the TAP or had some sort of a way to restrict the water supply???
