It's for plaiting ROPE! Hang a rope over each 'hook'/'blade'/whatever and feed both ends through hole at rear of hook. Repeat with other 2 'hook'/'blade'/whatever's - feeding each pair of ends through adjacent hole at the rear of each blade. Fix other ends (6) of ropes to tree - pull tight and rotate. 6-STRAND ROPE! Papyrus could be used too.
