As the Dogon said, the Oannes/Nommos are ETs that need water to live, the fish scales/bodies symbolism is always depicted with them as a way to communicate that, the little bag is not a man bag, but a device that allows them to be out of the water while walking around in our atmosphere, just like we have breathing apparatus when we leave our planet. The Dogon tell us that they return to bodies of water to get what they need.
Also with the tradition in Egypt the breathing apparatus is symbolized by the Ankh which is the symbol of life.
The Dogon have a connection to Egypt as well.
Also please check out the Nagas, they are also these type of beings. Shiny white ones does not mean white men it is a reference to the serpent/fish hood of these beings( Winged serpents )
