There was a formula to the modern civilization forming. A paper trail. I'm not talking about the other possible mature civilization that got killed off or asimlated into the modern Civil system. The paper trail is in the similar stories used in building the modern civilizations that eventually merged together to form the world civilization of today. Each of the origin stories are similar in these fast growing civilizations. There you will find more of the technique to shift people to stop being mostly independent to being fully dependant. The Depndacy started with the mass of people. Then to the Leadership that inherited the system.
I have implied in previous post this system was possibly developed so individuals could live like gods by taking advantage of the naive. And you can see this in today's society. That sales motto is "there is sucker born every day" the naive not nessaarly the innocent are taken advantage of every day.
