Bimini Road a ships launch?
The first thing that springs to mind when I see it is that it's a ships launch, a place to build boats or ships
Looking at the image is seems like the ideal setup to bring in material (upper elevation), construct parts, and build ships the lower elevation leading to the water to launch the ships/boats
The gap between the 2 sides of the road would be for the ships hull to slide into the water
